I think the general school rule is that cell phones are allowed but must be turned off during the school day (right). As Monster stated, many probably just have on silent mode. As a school nurse I found cell phones a constant thorn in my side as well as entertainment, and got strange satisfaction from having them confiscated. I've had students come in with cell phones stuck in their cleavage, one was disciplined for taking a picture of his genitalia in the bathroom with his phone, and others caught texting in class under the desk. They can be very sneaky. But the alternative is actually having to WRITE a note, which is too close to work and may find itself in the wrong hands resulting in a source of humiliation or cause for investigation by school authorities. Unfortunately, many of the hand-written notes I found were either girl friend/ boyfriend drama about someone being pregnant or sexual encounter, someone threatening bodily harm on another, or teenage misery and thoughts of suicide.
